Manitoba Pharmacists,

In our capacity as co-chairs of the Manitoba Pharmaceutical Association and Manitoba Society of Pharmacists Steering Committee (the Steering Committee), we want to update you on the on going PricewaterhouseCoopers LLP (PwC) consultation process. 

 As you are aware the PwC consultation process is mandated to undertake the following activities:

  • Review and evaluate MPhA’s organizational capacity
  • Conduct stakeholder engagement activities that would support the development of a roadmap to build support for the ratification of the Bill 41 regulations, including development of a communications plan; and
  • Assist with the resolution of disagreements regarding the regulation of International Prescription Services(“IPS”) in the province of Manitoba.

Recent developments in fulfilling this mandate include the following:

  1. The Town Hall Meeting that was held by PricewaterhouseCoopers (PwC) for all Manitoba Pharmacists regarding the Bill 41 Regulations on the evening of September 16, 2009 at the Sam Cohen Auditorium, St. Boniface Research Centre.  The webcast can be accessed at  http://sbrc.tv/1/Page/Published/17.aspx. (Once the site is open, double click the blue MPhA title on the left hand side of the screen. This will open up a password window. The password is MPhA (case sensitive). There may be a few seconds of black screen before the presentation begins depending on your connection speed.)


This event included an overview of eleven Issue and Option Analysis Reports which addressed all but one of the outstanding issues related to the Bill 41 Regulation development process:

Please note these reports have been posted to the Bill 41 Regulations area of the MSP website. The reports can be downloaded by clicking on each individual heading.

  1. As part of the PriceWaterhouseCoopers (PwC) consultation process, PwC has engaged in a review of the Organizational Capacity (governance) of the Manitoba Pharmaceutical Association in order to assist MPhA in how they operate and meeting its mandate of public protection.

    The review is now completed and involved interviews with pharmacists, MPhA staff, stakeholders, the Presidents and the Registrars from four other provincial pharmacy regulatory authorities, and an in-depth review of documents posted at the websites of those four provinces and the MPhA.

    PwC has made 15 recommendations for change involving the MPhA Council and Staff.  Council reviewed the 15 recommendations and had developed an action plan that was sent to the Deputy Minister of Health on October 30th, 2009.  The PwC report and the written response of the Council is posted at the MPhA website and can be viewed at

There are a number of recommendations that can and will be acted upon by Council.  In addition, Council will be requesting the input of the MPhA members through a second town hall meeting.  Please be certain to check the notices for the announcement. 

Also, as all members can access the report and review the recommendations and the action plan of Council, you have the opportunity to provide input and written feedback directly to the MPhA President at anytime.

  1. PwC intends to release in the coming weeks recommendations for the resolution of longstanding disagreements regarding IPS. 

A meeting of the Steering Committee was held on November 18th and a further meeting is expected shortly.  The Steering Committee anticipates that in the coming weeks, pharmacists will be informed when the PwC consultation process can expected to be complete and the next stages of the process.
The Steering Committee remains committed to bringing the objectives of the PwC consultation process to a successful conclusion and will continue to inform Manitoba pharmacists of all significant developments.
